Another Monday means it's time for another installment of MStars' "Best and Worst Moments from the Week in Television." This week's edition features Scandal's numerous twists, Arrow's superhero introduction and more. So let's get to it:

Best Moments

1)   Scandal's pre-midseason finale insanity: There's one moment in this week's episode of Scandal that sums up this show more succinctly than I ever could. Olivia Pope's mother is free and hiding out with Olivia and her associates. She informs them that she escaped from Rowan and B613, which sends the group into a frenzy because "no one escapes" from Rowan and B613. They search Mama Pope and find a tracking device planted just under her skin, which they promptly cut out before they escape. Most shows would take an entire episode to build up to that moment. Scandal did it in about 17 seconds.

2)   Arrow introduces Barry Allen: Arrow has made a point of keeping superpowers out of its grounded and realistic universe, but the CW show has gradually introduced some superpowers into the show in a way that has worked well. The arrival of Barry Allen aka The Flash signaled another big change, and he blended well into the fabric of the show.

Worst Moments

1)   The Sound of Music Live! had huge ratings but...: It was pretty terrible. Carrie Underwood is an extremely talented musician, but her acting left a lot to be desired. The special gave NBC is best Thursday night in almost 10 years, so it'll be interesting to see if the network tries more experiments like this in the future.

2)   Mob City underwhelms: TNT ran countless promos hyping Mob City and made sure to remind people at every turn that The Walking Dead's Frank Darabont was at the head of the noir series. Unfortunately, the show debuted to underwhelming ratings and mediocre reviews. There's still time to turn it around, so let's see where the show goes from here.
