The mugger then shoots both Thomas and Martha Wayne, but leaves their son to live. And so begins the origin story of young Bruce Wayne (David Mazouz), who will become Batman one day.

At the police precinct, a female cop gets her gun stolen and taken hostage. Jim Gordon (McKenzie) arrives to save the cop but the others give a beating to the hostage-taker. Harvey Bullock (Logue) is disappointed his partner didn't shoot the suspect first. Suddenly, the are on call to a shooting.

Bullock recognizes who the dead bodies, realizing he is in way over his head. Gordon is talking to the grieving boy, who describes the mugger as a man wearing shiny shoes and has his mother's pearl necklace. Gordon promises the boy he will find out who killed his parents.

Bullock wants to give the case away until he meets Major Crime Unit's Renee Montoya and her partner. There is pressure now for him to close the case, which is supposed to be a simple street robbery. Gordon watches as his partner beats up muggers, but their suspect list just keeps piling on.

Edward Nygma (Cory Michael Smith), the man who will become The Riddler, explains to the detectives there are no prints behind the bullet, which doesn't belong to any marker handgun. Gordon begins to suspect the Waynes were murdered by a contract killer.

The investigation leads the two to Fish Mooney (Smith), who is beating an ex-employee who stole her money. Oswald Copplepot (Robin Taylor) continues the beating and gets carried away with the violence, which bothers Mooney's henchmen. Bullock ends up talking to Mooney, while Gordon puts a stop to Oswald's beating.

Gordon explains to his fiancée, Barbara, that he feels out of his depth, making a promise he cannot keep. In the morning, Bullock reveals he has a lead to Mario Pepper, the father of Pamela/ Poison Ivy. After a chase through the streets, Bullock ends up shooting Mario, just as he is about stab his partner with a knife.

After they find Martha's necklace in Mario's place, everybody thinks the two are heroes for solving the case. Oswald then tells Montoya that he saw Fish with the same necklace and Bullock/Gordon framed Mario. Renee heads on over to meet Barbara, hinting Gordon is a corrupt cop and that they had a lesbian affair.

After Barbara tells Gordon what Renee told her, he starts his own investigation. Though Gordon tries to get information from Fish, she ends up having him beaten and taken hostage. Bullock finds out his partner is missing from Barbara, but when he tries to help, he also ends up being taken hostage as well.

When Fish realizes Oswald snitched, she knocks him out cold. Carmine Falcone, the mob boss, saves the two detectives from Fish's henchmen.

Carmine saved Gordon because he was friends with his father. He didn't order the hit on Wayne's parents and Fish only had a replica of the necklace. The real killer is still out there.

There is still one more thing to settle. To prove he can play with Carmine and Fish, Gordon has to kill Oswald in front of Bullock. Gordon tells the Penguin to leave Gotham, never to come back, and fakes his death.
