Todesco clarified that this is not true and will only stop with the public research but not on the actual research.

Apple has already closed the signing window for iOS 10.2 and a downgrade from iOS 10.2.1 or iOS 10.3 to iOS 10.2 is impossible even using the jailbreak with Yalu. At present, the iOS 10.2 Yalu jailbreak is available for 64-bit devices except the iPhone 7.
