As with all things in life, the #NewRules don't apply to everybody. That's what Billboard editorial director Bill Werde said on Twitter, anyway. Lady Gaga's in-app sales will count toward her ARTPOP sales total unlike Jay-Z, whose Magna Carta Holy Grail was released via a free app and paid for by Samsung. The key difference lies in the fact that Gaga fans will still have to purchase the album in-app, even if Mother Monster's experimental app itself is free.
As we understand, Gaga fans get #artpop app for free & can buy the album in-app. Albums purchased this way would count on Billboard charts.

For those who may ask: this is obviously different from Jay-Z/#MCHG/Samsung which gave app for free but had no option for fans to buy.

Lady Gaga released a few more details surrounding the ARTPOP app earlier this week, calling the app an interactive jewel case and mentioning that it will serve as a social network for ARTPOP listeners.
