Can Cleveland Cavaliers do what Chicago Bulls did with Derrick Rose, strike lucky and land Jabari Parker or Andrew Wiggins?

The Cleveland Cavaliers have had their fair share of both good and bad luck, with the good luck coming in the draft recently, however, this season they look set to be awarded a near ninth pick overall. With the draft lottery process the Cavaliers could still get a higher pick, but could they land the No. 1 pick overall?

In 2008 the Chicago Bulls, like the Cavaliers, held the ninth best chance of getting the first pick, but they struck lucky, making them the only team in the lottery's 29-year history to achieve that. With that pick they selected Derrick Rose. Although it's unlikely it is still a possibility the Cavaliers must consider. The chances of it happening are 17 out of 1,000 number combinations, but surely the Cavaliers couldn't get luckier than they have in previous drafts, right?

If the Cavaliers were to get the No. 1 or No. 2 overall pick, like most other teams, it's a sure thing that they'd select Duke's Jabari Parker or Kansas' Andrew Wiggins. The Cavaliers have been using the draft to create a complete overhaul of their team since LeBron James' untimely departure, and they now have a young, talented core. They are seemingly missing a piece, and this draft could help them find it, but if they were to strike lucky and get either Parker or Wiggins, then the Cavaliers may just leave the lottery behind for many, many years.

Can the Cavaliers get the No. 1 pick, and how would they use the pick if they were to get lucky?
