English Premier League considering American NCAA approach for youth players

With technology bringing sports together, it seems many are always suggesting the Premier League and the NFL and other sports adopt each others methods, but are the English Premier League and their governing body (The FA) considering an NCAA approach to enhance the potential within their youth teams? The FA are considering their options, and a youth/college approach appears to be one.

In some foreign leagues have B teams, almost like the minor leagues of the MLB and the D-League of the NBA. At the moment they have several leagues in a tiered system, where teams can be both promoted and demoted, but they're looking to freshen things off. They are considering putting B teams, Manchester United B, for example in League Two and allowing more competitive experience for their youth players.

The other option they're considering, which the Premier League are believed to favour, is an academy league for players under the age of 23, which would be modelled of the United States' college football structure. So, could that work for the English Premier League, and what benefits could it offer?

A conference sponsorship manager disagrees and believes it would be damaging to the lower league teams, saying "I think it's a disgraceful proposal because it makes it very difficult for non-league clubs to feel part of the football pyramid. People all over the world look towards England and are envious of our pyramid and the way things work here. To insert a number of teams that aren't competitive and won't have a fan base just makes it very difficult."

Could a B-League, or an academy league like NCAA sports work for soccer clubs in England, or is it too much for the clubs to change?
