The back half of Gotham Season 2 will introduce terrifying new villains like Mr. Freeze and Hugo Strange (B.D. Wong), but that doesn't mean that the Fox show's resident baddie will be making a comeback. Robin Lord Taylor, who plays Oswald Cobblepot in the series, has just confirmed that Penguin will return despite being in jail, and the DC villain will be darker than ever!

A new Gotham featurette shows Taylor talking about his character, who is currently serving time for the murder of Theo Galavan (James Frain). According to the former Walking Dead actor, Penguin has found an unusual freedom since the death of Galavan.

"He's untethered now. He can be the monster that everybody has always viewed him as," Taylor said of his character.

As exciting as it may be to see Penguin finally evolving as a villainous character, one of his greatest foes might not have been eliminated so easily. We have previously reported that Frain has been spotted on the set of Gotham, where he was photographed wearing a distinctive armor and red mask.

The armor certainly looks familiar, as it belongs to DC character Azrael, who has previously been confirmed to make an appearance in the show. Azrael is a trained assassin and one of the most powerful weapons of the Order of St. Dumas, and he is expected to wreak havoc in Gotham City.

But how did Galavan survive his assassination? It is possible that the character was revived and experimented on by Strange before being resurrected into Azrael.

So what will happen to Penguin now that Galavan has returned as Azrael? Find out when the midseason premiere of Gotham Season 2 airs on Fox on February 29.
