The Batman prequel, Gotham, returns with an all-new episode on Fox. As a major DC Comics super-villain makes his way onto the TV screen, Jim Gordon (Ben McKenzie) and Harvey Bullock (Donal Logue) will discover how Dr. Gerard Crane (Julian Sands) creates 'The Scarecrow.'

While Dr. Crane and his son claim another victim, Falcone wants Penguin (Robin Taylor) to re-open up the nightclub, with some remodeling. Bullock laughs as Dr. Lesile Thompkins (Morenna Baccarin) is introduced as the new medical examiner. While looking for Dr. Gerald Crane in photographs, Bullock tells Jim he thinks their office romance will end in tears.

Taken hostage by pirates, Fish realizes Mace is in charge of her underground prison. While Bruce Wayne (David Mazouz) is sent off in the woods, training himself, the detectives discover Crane's wife died in a car accident. Enygma (Cory Michael Smith) reads Crane's thesis on fear and discovers he is trying to inoculate himself and someone else.

While Dr. Gerard Crane discovers his fear serum is almost working, he wants to treat his son next. Sal Maroni (David Zayas) tells Falcone he will not budge and will kill Penguin. At the precinct, Penguin delivers his invite to Gordon but also bumps into Nygma. The Riddler and Penguin manage to compete with each other and make each other angry.

After getting injected with the fear serum, Jonathan's mind shatters. During his camping trip, Bruce slips and falls down a hill, scraping his leg. Maroni wants to know why Carmine wants Penguin alive. If the two mob bosses work together, they will be able to take down a judge they both hate.

Bullock wants Gordon to go to the nightclub and ask Penguin for another favor. After going through newspapers, Bullock discovers Crane's wife really died in a fire. Afraid of his father, Jonathan runs off into the woods but is caught near a scarecrow. Gerard wants to continue his experiments, making sure his son will never be scared again.

While Alfred (Sean Pertwee) patiently waits during the night, Bruce makes himself a homemade walking stick. As Mace and Fish flirt around, she ends up sticking a knife into his neck. As Fish takes charge of the underground pirson, the detectives arrive at Crane's abandoned house

Gerard injects his son, which drives him crazy, hallucinating about the scarecrow. During their shootout, both detectives drop Gerard in a hail of gunfire. Gordon and Bullock are too late to save Jonathan, who is having a seizure.

While Alfred nurses Bruce's sprained leg, they both wait for the sunrise. No one is at the nightclub's grand opening, except for Maroni. The second Falcone dies, Maroni promises Penguin is out of the picture.

After Thompkins invites Gordon to the circus, she promises to be discrete about her feelings towards him. At the hospital, the doctors cannot save Jonathan, who is in a constant state of terror. Jonathan screams as the Scarecrow pays him a visit.
