'Orange Is The New Black' star Taryn Manning is suing the NYPD for $10 million due to her arrest on November 18, 2014. The actress, who plays Tiffany 'Pennsatucky' Doggett on 'OITNB', filed a complaint with Manhattan Supreme Court on Monday.
